The Linux OS advantages for a PDA are:
1. Its customizable. If you sell Palm or CE on your PDA it looks like Palm or CE. Maybe you want your look and feel to look like your corporate colors or have only a limited number of apps etc.
2. Its cheaper. Linux royalties typically are cheaper than paying for Win CE. Therefore the manufacturer can make a cheaper unit. Also if they want only limited functions for the Linux pda it might not need so much memory and therefore make the PDA cheaper again. If you have CE or Palm on your device you get the whole package... like it or not.
3. A lot of vertical solution PDAs... i.e. those with apps for specific purposes than just general PDA functions, need to connect to UNIX based server side apps... especially in countries that Microsoft compatible products aren't so popular (read China) So a Linux version can connect to existing databases. You can buy a regular PDA with Palm OS on it... but it is also possible to buy specific versions of the Palm OS for Med or legal or sales use.
A lot of these advantages are more for corporate use of PDAs but if you just want a general PDA then buy a Palm. If you want a mini PC, buy a CE device. If you want a version for your employees then maybe by a Linux based device or load a Linux version on your iPAQ etc.
I hope that answers your question.
