Street Planner error message

Have been using Street Planner and Route Planner together with GaRoute on a MC218 for a long time.
Now I have installed both Street Planner and Route Planner on a Series 7 and worked fine together with the GPS.
Then I installed GaRoute and try to load routes from Street Planner.

Now Street Planner don't start. I get the following error message.
Program : Street
Reason code : USER
Reason number : 23

What does this number mean.

I have tried to remove Street and all the files that belong to it but after a new installation I get the same error message.
I think I had the same error on the MC218 but I don't remember the solution.
