Hard Reset does nothing

I can't do nothing with the Hard Reset. :( This file is always here. I don't know how, but in my happy opinion, this file is transfered in ROM memory..... :mad: And now I want to reset my iPAQ completly (RAM & ROM) for reinstall the Pocket PC. But how. OR maybe there is one good program that can operate in ROM.
