Windows CE is the operating system name, PocketPC is a product or a version of the operating system, such as windows 98, ME, XP. For additional info;

I have a Samsung Nexio S150 [Cell phone PDA ... at least that is what we call it in Korea] with Korean Windows CE 3.0 build 126 using processor Srong ARM

Note:I am a Canadian in Korea with a minor grasp on the language

#1 What is this device? HPC, PPC, PDA or other

#2 How do I locate software that runs on it? I mean what "heading" or "class" of software do I look for that will work with my device?

Language is not a problem because I already installed MobiPocket ebook reader and this program is entirely in English.

#1 : phone + PDA is called smartphone. So if your Samsung has a PIM (contacts/calendar/tasks...), it is a smartphone.
I think that HPC is used for WinCE 2/3 with keyboards (like HP Jornada 720)
#2 : You need Windows CE programs.
Win CE run on several CPU types (SH3/4, MIPS, Strong ARM). You may need to download the setup program for Strong ARM.
Mobipocket Reader includes all versions in one setup.
