It seems to me that by the time iQue 3600 hits the market 150Mhz of processing power would be average, at best. There are some concerns that the unit will not be fast enough to process everything it was designed to process. Right now Sony puts 200Mhz processors in its high-end units. Is there a chance Garmin will put a faster processor in iQue 3600? Would it be possible to "upgrade" iQue 3600 afterwards?

The Motorola Dragonball MXL processor that Garmin chose for the iQue is a brand new processor, with first deliveries in Q1 2003. It is expected to be made in 150 and 200 MHz varieties, and Garmin isn't (yet) specifying which one will be used in the iQue. I expect that the 150 MHz versions would be the first that Motorola delivers, and thus that is what Garmin will use.
I think the ARM processor will handle the display and necessary math for the GPS and for general Palm apps with little dificulty.

And how easy it would be to upgrade iQue 3600 with 200Mhz (assuming one can find the 200Mhz processor)?

Obviously I've never seen the insides of the iQue (nor the outside, at least in person), so I can only make educated guesses... I think changing the CPU in a PDA is beyond the scope of most everyone except the few who have access to 'production line' facilities. I would think the processors are surface mount soldered in, and require very specialized equipment to remove and replace. The clock circuit may or may not need changed as well. It might be that the external clocks are both the same speed, and the processor just runs faster by means of a higher internal clock multiplier.

Yeah, baby, yeah!
I guess first in-house tests showed that 150Mhz is not enough for real life applications. Good for Garmin for making this decision and not trying to screw first release owners
