Not sure if Microsoft Money 2003 for Pocket PC is the best or the easiest, but it's free and of you use MS Money on the desktop, it may be a good decent choice:

I use rmrbank from rmrsoft.co.uk. I used to use tomtom money on my psion, and found that rmrbank was the best replacement.

I'll support AnswerDudes reply. I've been using pocket money for a couple months now and really appreciate it. It's nice being able to update my finances on the go and just sync up when I get home. Pocket Money basically keeps the last couple weeks of account information for the accounts you specify to show on your ipaq. It also copies your categories and payees. I've found the program pretty reliable(except the first time I synced. It somehow "lost" 200 dollars but that was resolved by resyncing.

My only complaint is I can't seem to define a split withdrawal with one of the splits being a transfer from another account. It shows up fine when I create one on the desktop but I can't create one from scratch on the ipaq.
