I have two clients in my office that have Ipaq's. h3760. they also both have windows 2000. If they boot their machines with the ipaq not being it the cradle it gives an error that says "The application failed to initialize properly (0xc0000142). Click on OK to terminate the application." what can i do to keep this from popping up... besides having the ipaq in the cradle.

I am getting the same problem with one of my IPAQ's as well as an AudioVox Thera. In my situation it does not seem to matter if the PDA was docked or otherwise. Roughly every other reboot of the Windows 2000 machines will result in a failed to initialize properly error for WCESMgr.exe. The only fix is to reboot the computer again. Trying to re-launch Activesynch just results in the same error message unless I reboot the systems.
This happened with Activesynch 3.5 and even after upgrading to 3.6 (The systems are a Dell desktop and a Gateway laptop running Windows 2000 SP3)

I am having the same problem. My system is a Dell Precision and I am running Win2K SP2. My PDA is a Dell Axim and I have installed ActiveSync 3.7 (I had the same problem with 3.5). When I first boot I get this message:
Application popup: WCESCOMM.EXE - Application Error : The application failed to initialize properly (0xc0000142). Click on OK to terminate the application.
The Event ID is 26. If I try to start ActiveSync again I get this:
Application popup: WCESMgr.exe - Application Error : The application failed to initialize properly (0xc0000142). Click on OK to terminate the application.
Again Event ID 26.
If I reboot ActiveSync will work fine. I didn't have this problem when I first installed the PDA. I think this started after I added some things to the StartUP folder. I did remove those items but I still get this error. I do have a virus scan that runs when windows starts first thing in the morning. The scanner will only run once a day so when I reboot that is not running in the background and I think that is why activesync will start properly when I reboot. The scanner has been running since before I installed the PDA.
I have checked technet and I haven't found anything to help. If this can't be fixed is there a way to set the service for ActiveSync to a manual start?

Ok, I have my problem resolved.
Hopefully this helps others with the Activesync startup error.
My little problem seemed to be restricted to computers (laptop or desktop) that I had upgraded their Symantec Antivirus to SAV Corporate 8.0. The other 6 users (that did not have the Activesync issue) in the company were still running version 7.6.
I worked with Symantec and was told it was a current problem that their dev. team was working on. I was able to download a new build to test. It worked. (wow...gold support paid off) The version of SAV that I have running now and works with Activesync versions 3.5, 3.6 and 3.7. (it is now SAV version 8.01)
So if you have some clients that are having the startup issue and some that are not, check your friendly Antivirus version. (while mine was a Symantec specific issue, it may be relevant to other AV clients.)
Cheers!
