what do I need to do to get internet acces on my IPAQ 3955. Do i need to speak with a wireless phone company? I have no idea where to begin.

Yes, that is one method of connecting to the Internet wirelessly. There are various methods in which you can connect to the Internet with your Pocket PC. First, you can use a plain old dialup modem. Targus sells a 56k V.90 Pocket Modem. Simply type in your username/password and the access number; hook it up to a phone line, and dial! Second, you can use an ethernet card, if you have DSL. Your ethernet CF (compact flash) can be either wireless or wired. Just somehow make a network, which I'm not sure how to do, lol, and follow instructions for networking, and you're done. Third, you can contact your wireless carrier or some other wireless carriers, and they can provide you with wireless Internet access. They give you a network card that you hook up to your pocket pc. The monthly rate are usually $35 or more per month. Verizon Wireless provides wireless Internet for only $35. T-Mobile has their little hotspots you can go to in certain places. Please obtain information from wireless companies that you are familiar with for more details. Finally, you can connect by hooking up your PPC to your cell phone. Either purchase a DPC (digital phone card) or a phone cable for your phone and pocket pc. Not all cables and DPCs are compatible with all devices and/or phones. Please read and make sure that the cable or DPC you chose to buy is compatible with your devices. In addition, the cellular phone must be data-enabled in order to connect to the Internet.
