Handshake problems

Hi again, well I have discovered that my Ipaq 3870 flashcard modem was indeed dialing my internet host. The problem is that it does not complete a handshake. I can hear the whirring and pinging but after a few seconds it just stops there is no internet connection. My provider says its my end, there system does cater for PDA's to connect. Any suggestions as to how to fix this. Would a hard reset help do you think?
Or an addition to the modem string?
Any suggestions appreciated.

What do you mean that it doesn't do a complete handshake???

It dials my ISP it whirrs and buzzes like it is connecting but it doesn't connect, it cuts off.

My ISP has other PDA people using their system, so it appears that it is at my end.

I have done a hard reset and tried that but it still didn't help.

Anyone got any suggestions.
