Having an interesting problem all of the sudden, and hoping someone can help.

I'm using an ipaq 3955 with an ambicom 802.11b CF card. My wifi card connects fine to my router and home network. File explorer sees network drives without a problem, and I can get mail from a pop server. The setup app for my wifi card has a ping function, and I can ping ip addresses both internally, and externally. Clearly, I'm getting connectivity to the net, and I'm getting DNS. Activesync works via the wifi connection.

Sounds good, expect that when I go into internet explorer, and try to enter a URL, I get "The page you are looking for cannot be found". I set up a small webserver internally on my network, and I get the same result. Bottom line is that the ipaq appears to be connected to the network, but IE just doesn't want to load anything that isn't a local file. (avantgo works just fine).

Any thoughts on what would have made pocket IE unable to see the outside world, but not the rest of the ipaq? Up until recently, I was able to use the ipaq to hit outside sites just fine, this is a new and sudden occurrance.

Open File Explorer on the ipaq. Go to the windows directory. Find welcome.exe and run it. It may correct your problem.
