Syncing with Outlook via Web

Is it possible to sync Outlook email and contacts via Web Outlook? If so, what is the best program?

My IT department has it in for Palm Pilots and will not allow the cradle to be connected to my PC. It is Windows NT and is locked down so I can not install the software or hardware.

If you know the email settings (POP server, SMTP server, IMAP server, user id, password) you should be able to configure and download email from your company's email server using a wireless internet connection. This can be done with a mobile phone equipped with either infrared or bluetooth, and a built in modem. Most WAP phones have the necesary features. You can dial in using the same internet account you use at home.

While it is possible to sync email, I am not quite sure how to do contacts over a wireless connection.
