theme generator?

I installed microsoft theme generator 2 on my pc (win98se) so I could create themes for my 1940 but the program will not run.

I get an error saying SkinApp.exe is linked to missing shell32.dll, but I did a search anf found shell32.dll located in my win/sys directory, any ideas?

It run fine on my machine (win2000). The file is stored in

\WINNT\system32\

Perhaps it wants to find the file there? I don't know.
