This all depends on the phone and the carrier. Only recently have phones that are capable of faster data speeds been introduced. The Handspring Treo line is capable via GSM/GPRS with T-Mobile. The T-Mobile Sidekick (Danger Hiptop) is too. I think a couple of the latest PocketPC phones are capable as well. All the carriers are in the process or have completed upgrading their networks. Verizon is in the process doing it nationwide, and it's ready in some areas already. SprintPCS has it completed nationwide. T-Mobile, Cingular, and AT&T are either working on it or completed the work.
