development kit

Hi,
I want to program my pda (prc file) myself. please guide me :

1. what's responsibility of development kit?
2. is it required for uploading prc file to pda?
3. if no, when must I use it?
4. if I test my prc file (which I program it) in Mobile VB, will I require to emulator too?
