where would i be able to get windows ce or a similar operating system for a pda as i have bought one without the software instaled iwould like it to be compatible with xp

You have a PDA with no operating system? I don't think that is possible.

What PDA do you have? You need to use the operating system designed for that particular device. If it is a Pocket PC, it requires the Pocket PC operating system to be installed. Palm OS will not run on a Pocket PC. Also, Pocket PC OS will not run on a Palm device.

As far as I'm aware, the Windows CE and other programs are built into the device's ROM so they must be on your device. Are you sure you're not asking for Activesync, so that you can synchronize with your computer? If that's what you need, you can download it from Microsoft's web site.
