How do I go about creating my own programs on the PDA?

I have good knowledge of microsoft Visual Basic and the basic foundamental of C++. With what if posisble would let me create my own programs.

I use VisualStudio 2003.net and C# and CodeBase as the database. I have a lot of apps in use by customers. The C# bit is also worth going for as you will find that Microsoft will Make .Net the only way to go for the PC's

which is a large download, 210Mb.
Someone with a Broadband connection could download it.
The program will allow you to create programs for a device such as a Compaq iPaq.
The environment is similar to Visual Basic 6 (I've not used VB5)

Yes, Microsoft is actually giving it free! Though the download is daunting. I've downloaded it myself and had it working on an XP system.
