SD Memory Card Problem?

I'm not sure if I follow,
I just purchased a 256 MB SD card for my ipaQ 3835. After using a program called 'Storage Tools' I formatted and the current size shows to be only 239 MB Available.

The file system is Fat 32
The cluster/sector size is 512 Bytes

Is it normal to loose 17 Mb's. If it is where did it go?

Any advise would be greatly appreciated.

-Per talking with customer service from sandisk, they said it's normal and that it's used for it's own so called 'ecryption.' Is this true?

-Would reformatting to a bigger cluster size help regain any of the lost 17 mb's/ ?

You are going to lose a small amount of available storage due to file system overhead. In the case of the SD, an additional amount of storage is reserved for security information.
