If you are talking about roving internet access you should check with your local phone and internet service providers. You will need a wireless modem card, an expansion sleeve (for the current iPAQ models), and a service contract with a service provider offering service compatible with your wireless modem.
Many providers have a standard startup kit including their supported wireless modem that you can purchase and receive a discount on a one year service contract.

Can you turn your ipaq into a cell phone that way too? Or do you have to use GSM?

If you purchase a card like a Sierra Wireless Aircard 555 you can then use your Ipaq as a phone.

A less expensive alternative is a cable to connect your iPAQ to your cell phone. Gomadic (www.gomadic.com) has one called the ComCube and Supplynet (www.supplynet.com) has one as well.
It's not very fast, but it's a cheap way ($40) to go wireless. I use it for email and it works great, however, the web is a little slow. I find if I turn off the graphics, things work a lot faster though.
The advantage of these cables is that you don't need a separate service plan as they use the minutes from your mobile phone plan instead. Also, if you're on sprintpcs or verizon, they even provide you with a specail number you can call for direct internet connectivity (you don't even need an ISP in those cases)....

I also use my 3970 with my cell phone. I use a Socket Communications Digital Phone card and have found the same results as you. The Sierra card allows you to use your PDA as a voice phone also and not have to carry another phone. I thought that is what Lachlan was asking. At any rate there are ways to use your PDA as a phone, either using your existing cell phone or the PDA can be used by itself with the proper cards. We will soon see a whole new array of PDA's with built-in phones. I was quite impressed when I saw Microsoft's new phone software for PDA's.:)
