Programing the iPAQ

Does anyone can tell me what i need to beging programming for and iPAQ, I have an hp iPAQ pocket PC h5550.

which is a large download, 210Mb.
Someone with a Broadband connection could download it.
The program will allow you to create programs for a device such as a Compaq iPaq.
The environment is similar to Visual Basic 6 (I've not used VB5)

Yes, Microsoft is actually giving it free! Though the download is daunting. I've downloaded it myself and had it working on an XP system.
