Is it possible to power an iPAQ from your PC using the USB connection?

I know you can charge mobile phones this way.

Yes, you need a special cable called Sync-n-Charge cable or Sync Charger cable, it lets you synchronize and charge your handheld with the same cable. Several companies including Belkin make them, I saw it at my local computer store. Make sure you pick the correct one for your model, different ipaq has different usb sync connection.
