EasySwitch does do a few more things than set country codes for the travel modem when used with a Palm. Does EasySwitch run under OS5 or not? If not, what error messages do you get? What error messages do you get when you try to use the modem?

Assuming that you ran EasySwitch when you had your OS4 Palm, you shouldn't have to do so again with OS5 since there were no changes in OS5 that requires a change to the Travel Modem. If you've had the misfortune of purchasing an OS5.21 machine like the T3 or T|E, you may have a problem since this OS cobbled together parts of OS5 and OS6. Still, picking a Hayes compatible modem from Preferences and using the country codes Mike provided should allow the Travel Modem to work.
