Let's say hypothetically I did the following:

I have an Ipaq that has a bunch of games loaded, but all the games have been loaded on to the SD card. Can I just insert that card into another Ipaq that did not have these games loaded and run them?

If no, is that because it enters entries into the registry?

No, it's not that easy (most of the times).

When you install an application (or game) to the memory card not all files are stored on the card, in some cases certain files (.ini,.dll, etc.) have to be installed in the Windows directory.

Games that make no files and requir you to only move a program from the internet directly to your ppc. Then they are just executed and dont have to unpack, just execute then yeah. LOL but only a few games do this. I have 2 right now. Besides that you have to worry about the compatiblity of the OS and proccesors.

Just try it -- how hard is it to pop the SD into another device (assuming one is available)?

Here is how you could get it to work. On the first PDA install the programs to the sd card. Then go to the second PDA put the card in and install the programs overtop of themselves on the SD card. Now both PDAs will have the correct registry enteries, etc.

That's an idea! Works perfectly! (I use to do that on the older Jornada handhelds)
