Emulator error

I am running Windows 2000 as administrator and just installed embedded visual tools and pocket pc sdk. When I try to run the emulator I get this error message. "Unable to initialize coredll.dll" which terminates the emulator. When I installed I got an error about the registry and believe the two things are related. Coredll may not be registered. Does anyone know how to resolve this issue?
