Is there an easy way of transferring my Psion 5mx data file to my Packard Bell Pocket PC?

Yes you can.
You will have to use the intermediate file format of .csv.
Expoprt from palm in csv. While importing in Pocket PC you will have the option of aligning the fields.
With a little bit of careful manipulation you should have your data synchronised.
