I have purchased the HP iPAC 4150. I use Outlook 2002 on a laptop and when at home I use the Offline Address Book to send emails. Can the iPAQ be linked to this.

Sure. If you sync your emails, any email you generate on the Ipaq will send on the next sync (assuming you have internet connection).
