You cannot download it. You can order Pocketpc 2003 upgrade cd from HP.

well, i read something about upgrading to window mobile 2003 at the microsoft website, i think you can check it out at www.pocketpc.com, good luck!

The upgrade for all pocketpc os is done by the manufacturer of the unit not microsoft (MS provides upgrades to manufacturer first). You can only get patches and rom upgrade and os upgrade from the company that make your pocketpc.
