They are the same, ROM (read only memory) is where the manufacturer stores the operating system and the builtin programs. Flash ROM just means that it is upgradable by rom upgrader provided by the manufacturere. Some early pocketpc models have non flashable ROM which means you cannot upgrade the os, current pocket has flashable ROM.

Regarding the ROM and Flash ROM, from the storage aspect, they are the same. And they both can staore the data and will not lose when power off.
But: ROM, ordinary, can be re-written, and can be written only once. And the data stored in it will never be lost except the ROM chips damaged.
Flash ROM, another storage type of memory and the memeory can be re-written many times.

Before, most os the handheld device's OS(or SW) stored in ROM and they couldn't upgraded. Now, almost all of the handheld devices' OS and their application tools are stored in Flash ROM, using manufacturers' specific tools we can upgrade the OS and application of such handheld devices easyily.....

and this also provide some weakness from the virus prevention for such handheld devices..
