2 lines in Settings/Menus

Has anyone faced the same problem of mine ? There are 2 lines of the same program in the Settings/Menus.
The first one with tick and the other not. I can't change either one of them with the error message " Unable to move that item".
Both of them will be gone if I remove that program.
Any clue or fix for this problem ???

I use iPAQ2210 with windows 2003...

It happens because there's an extra shortcut in Start menu folder. Open file explorer on the pocketpc and browse to My Device-Windows-Start Menu then tap and hold on the shortcut and choose delete. And you can go back Settings-Menu and select shortcut from there.
