are there any PDAs that allow a person to connect their home PC to the internet via the PDA's wireless access? (or even any cellphones for that matter?)

I'm wanting to purchase something real soon, and was wondering if this can be done...

If I understand you correctly, you want to access the internet on your PC, via a wireless connection. If this is the case, it sounds like you need a mobile phone, that will either plug into you PC, or connect to your PC via Bluetooth.
The speeds you'll get and the types of connection you can use (3G/GPRS/GSM) depend on your location. In London for example, 3G Wireless is now available, giving Broadband Speeds wirelessly. But in most areas in England you'll have to use GPRS or GSM.

Wireless technology in PDA's is generally either Bluetooth or WiFi (although there are (bad imho) gsm pdas). Bluetooth is not for receiving internet, unless you are broadcasting it yourself at home. WiFi is used for receiving internet wirelessly, but you need to be in a "hotspot" which limits where you can use it. Also, I don't know of a way of receiving WiFi internet on a handheld, and then "sharing" it with a PC.
