Or, you can simply join the Palm Development Program for free and get a 4.1 ROM there. You can also get w/e other ROM's you need.

OR (this worked for my m125), you can do this:
Copy the USBPort.dll file from your Palm Desktop folder to the folder where you have your Emulator, or into your C:\windows\system folder. Now, when you open the Emulator, you should see USB as one of the com port choices.
Install and run the ROM Transfer.prc and transfer the ROM normally.
