I emailed Socket, and received a reply. Socket is one of the manufacturers of SD IO Bluetooth cards. I asked about drivers for WM 2003, and here is the response:
Thank you for contacting Socket Communications, Inc. Unfortunately, our SDIO cards are not supported in devices running the SmartPhone OS. There are no current plans to begin adding this support.

If everyone who wants a BT driver for WM 2003 sends Socket an email to pleasantly request a driver, then they will likely create one.
The other manufacturer of SD IO Bluetooth cards is Toshiba. Please ask them also.
