Is there a way to use my cellular to link up with the Pocket PC im going to get to use it like if it were a bluetooth or a wi-fi? if so what do i need? would i need a smart phone or something high tech like that or can i use my normal phone? i use verizon wireless. Would it cost me extra money if so aprox. how much? because there is no wi-fi for my 56k connection and bluetooth does not reach my house so my only option would be to use my cell. as a bluetooth is that possible is so how? And what vercions can do it?

You have several options.
Let's start with the Smart Phone. Unless you want lots of duplicated functions (with your IPaq), then you don't need this.
WIFI isn't applicable (I think), as WIFI has nothing to do with your cell phone. It has to do with wireless computer networks, which are set up either in people's homes or businesses (restaurants, coffee shops, hotels, etc). Many are free, most you have to pay for. You could set up a WIFI network in your house by adding a wireless access point to your computer (You mention 56K -- I assume you're using dial-up), but that would be a bit cumbersome, in that you would need to have your computer connected to the internet before connecting your PocketPC... I don't see a whole lot of point of doing that... If you had broadband internet access, it then makes more sense, as the PocketPC could connect to the internet (using a wireless "router") independently of the computer.
You also mention Bluetooth -- I will go into that later.
You don't say which cellular phone you have, but unless it's more than 3 or 4 years old, chances are you can use it as a modem. Simply go to one of th web sites selling cables (www.thesupplynet.com is a good start) and check out which one will work. It allows you to connect your PDA directly to your cell phone, which will function as a modem. TheSupplyNet has GREAT instructions on how to get everything set up.
You don't need any special account, service, or extra monthly payment. Service will be slow (about 14.4K), but will work just about everywhere there's Verizon service. Minutes you are connected simply get deducted from your monthly allotment.
I am told that there's a way to get faster service through the "National Access" plan, and for about $5/month (and minutes of use during peak times) it can be yours -- I haven't looked too closely at this, and the last time I asked someone, they said it was only for cell-Phone browsers -- Not for PDAs hooked to the phone. Maybe someone else can comment on this.
Now there's Bluetooth. Don't think of that as anything more than a short-range wireless connection designed to replace cables. Or, in other words, if two devices are connected with a cable, there might be a "Bluetooth way" to get them connected without cables.
You mention "Bluetooth Does not reach my house" -- Which tells me you might not have understood what bluetooth is... I hope you do now.
That being said, You COULD get a Bluetooth-enabled Phone AND a Bluetooth enabled PocketPC, and not need a wire (like the ones from TheSupplyNet). Verizon is coming out with one within a few weeks (The Motorola v710).
I hope this helped a bit...

*EDIT*
My dad says and i quote: "Eso es lo mismo que un telefono inalambrico"
Translated: That is the same thing as a cordless telphone.
Is that true?
*EDIT*
I went to my schools website and they say that cell-phones are not allowed so all i can to get internet is use a modem with the wi-fi cuz i have them at a technicalyty cuz at chat i asked principal is PPC's were allowed are he said yes and i asked if wi-fi was allowed and he does not know what that is so he said iits ok and he said that he guesd it was allowed. So i explained what a wi-fi is and he said and i quoute: "cell-phones but that is technically not a cell-phone so i gues its ok but if it is stollen the school will not re-fund or be responsable for damages done to that PPC thing you own". I traduced it from spanish to english. So tell me where to get this wi-fi setup modem thing.
