Garmin connectivity

I have a Garmin 3600 which for the most part I'm very happy with, but I've been trying to connect to the web using my cell phone for some time now to no avail. I have a interface cable that allows me to connect my cell phone to the unit, but cannot get it to dial out. I keep getting a time out error. Can anyone tell me what I'm doing wrong or if there is additional software required to make it do this? Thanks
