How to purge old program icons?

I've got a slew of old icons residing in my "programs" menu that
I'd love to get rid of. Is there a way to do this through File Explorer or some other means?

If you use File explorer you can find the folder where they are stored.

I've already deleted these programs, and all their remnants, through either MS file explorer or the Resco version. The icons themselves, not the programs, still appear.

So can you see the icon files in the mentioned folder? You can delete them the same way as any other files.
