I am currently using a 128 MB compact flash card and it is about full of data. Can I buy a 256 mb card and transfer all the information to it from the previous card?
I guess what I am asking is will the Jornada just accept the new card and all my programs run OK or will I need to reinstall all the programs on the new card?

Depends on whether you installed the programs to the cf or the unit. I'd guess they are on the cf card and no they won't be available if that card isn't present.
Do you have a backup feature on your machine, if you do you should be able to back up, then copy all the files on your old card to your pc then copy them back onto the new card and get away with it with a little luck.

hes right just use your handheld as a memory card reader and transfer all the stuff onto your hard drive then slap in the new one and transfer it back to the device.

go to circuit city and use their hp 763n with integrated cf reader. copy everything into a folder on the hard drive then insert the other card and copy everything back to it.
