Can I load Windows CE 2003 on iPaq 3970

I was the proud own of a 5550 for about 4 mouths until I dropped it out of my bag not realizing and drove over it coming out of my house…..I didn't take out any insurance and can only put it down to being an expensive lesson….subsequently it's is of no use.
I however do still have the CDrom and license key for it and would like to transfer it to my other PDA 3970... is this possible and if so how do i got about loading it?

EDIT: - I currently have a 128mb expansion card in it if that helps with the memory issue.

If you are referrig to cd that came with ipaq 5550, there is no wm2003 os on that cd, you need wm2003 upgrade cd from HP:

If there was can i still get it on my 3950?? or would i have to ppurchase the upgrade...?

There is not one single model of pocketpc or Windows Mobile that includes OS installation on the included cd. The OS is in the ROM and typically there is no need for reinstallation. The cd generally contains Activesync, individuals programs from MSFT and 3rd party. To have WM2003 in ipaq 3970, you need to obtain wm2003 upgrade cd.
