I just unpacked an iQue 3600 that's been in the box for a while. Surfing over to Garmin's update page, I discovered no fewer than a dozen or so updates. Which ones do I need? In particular, what's the EFIGS update relative to the one that's right below it?

It depends upon what you have and where you are.
If your iQue isn't of R3 standards, then you need the Release 3 update. EFIGS if you want some other language than English (EIFGS is English, Italian, French, German and Spanish), otherwise English only. The latter will give you 1 MB more memory at your disposal.
Then you need the interim patch for R3.
When you've installed the Palm Desktop on your PC, then you may need the 4.1 update, if your Palm Desktop isn't of that version already. Some are from the beginning. There's a selection of languages, as you can see.
Then continue with Mapinstall 3.0 and Transfer Waypoints 2.2.
If you have no other card backup program, but do have an SD-card (highly recommended), then you may consider the Voice Guidance backup utility as well.
Install the Track Conduit 2.3.
If you are in America, or have an SD-card large enough so that you want to load the entire world basemap, then install the basemap updates.
Finally, in case you like Norwegian or Finnish for the voice guidance language, get one of these. The other languages are on your setup CD for Palm Desktop, as well as the European and Pacific basemaps.
Oh yes, when you've done this, do download the Mapsource 6.5 beta update also. It's better to use when compiling mapsets, for example.

I see in INFO that I am running Palm OS v5.2.1r3

The R3 at the end shows you are using the most recent release. Be sure to check the sticky thread mentioned in my sig for much more information.

Looks like I needed the patch and the Track conduit.

You can't see from the version info if the patch is applied. The only way to see this, is by looking at version numbers of certain files in your iQue. But just apply the patch, it will not kill you if you do it twice. Also note that the effects of the patch will disappear if you do a hard reset.

I noticed :) - I downloaded a utility a few days back and noticed that the files in question were dated in Feb - so I figured I needed the update.

It is possible to check if the patch is installed, if you have an optonal file manager like FileZ. Set it to show ROM files too, and then look if three particular files exist in two verisions, one in ROM (R3) and one in RAM (patch). Unfortunately I can't remember which files it is that are patched in. I can't check either, since I don't need the patch on my iQue, so I don't have it installed. Someone may remember, or otherwise it's buried somewhere in this forum.

As a recent (two months ago) buyer, here are some suggestions:
Like me, you may have gotten City Select V5 maps. If so, since you just bought it, you are entitled to a free upgrade to 6.0. Get it from Garmin. When it comes to getting the codes for it, your registration information will inform them that the code is free. Worked for me.
Download Mapsource (free from Garmin). It is a better utility than the one included to make maps.
As far as updates in general, do a web search for the very useful utility called trackerdog. When you are simultaneously connected to the web and do a sync, trackerdog will check for all newer versions of the software you are running on your Garmin and inform you of any updates. Quite useful.
Also as mentioned, get the free filez utility. How one can have the nerve to create an OS like Palm has without a simple utility like this is beyond me.
Since you can only have one map file, you may want the biggest that you can load which means get a 1GB SD card. My 512MB card holds NY to FL and west to AL at 400+MB. Also get a SD card reader as it is far faster to download maps that way rather than with sync.
