Cab files missing

I tried to download some medical software , but they won't run. One said that I need evbruntime, and the others said there were missing cab files. Any suggestions how to replace those needed files?

CAB file is an installer you can use to install directly on Pocketpc without desktop. You should be able to get it from the developer of the software.
