I did a test where Birdwatch detected the GPS being turned on, and sends a pen tap to clear the lawyer screen. It worked in sub-second time - you hardly see the warning screen at all.
The only problem is that the warning screen is not shown every time the GPS is turned on. It seems to remember when it had last appeared and does not show for a set period of time. If the warning screen doesn't show, I may end up sending a pen tap to another application altogether.
Does anyone know how long before the warning screen comes up the second time?

As long as it's in the same power on cycle, the lawyer screen won't come back. At least that's been my observation. That includes going into sleep mode too. It's only when it's been powered off and turned back on that the screen will appear upon activating the GPS.

I'm just confirming Funbob's observation - the laywer screen comes up only the first time the GPS is turned on during a given power on cycle.
Would your BW mod work even after a soft/hard reset? My experience with the waypoint proximity feature of BW is that a soft reset requires restarting of the app to get the proximity alarms to sound. BTW, this is probably the most used feature of BW in my case. I have an extensive database of countrywide speed cams (both fixed and mobile "trouble spots") that BW diligently alerts me to, provided I restart it after a soft reset.

LeRoux, in the latest 1.0622 version, those preferences are supposed to survive a soft reset. I never have to restart mine.
This is how you can tell: In the general preferences page, if you have "Receive GPS On", the little heart is supposed to be beating. If you force a soft reset, and go back to this screen, the little heart should still be beating.

You're right, I was thinking back to an earlier version. Mea culpa maxima.
