I recently purchased a used Tungsten C, and it looks like it is going to be really great, but the previous owner left it in a bad state for me.

It looks like he deleted his to-do databse, address book database, etc. but left "Agendus Pro" in place on the Palm. What I really want to do is blow *all* of it away and start completely fresh. I tried a "Hard Reset" from the Palm site, but it doens't do anything other than make me reset the stylus & date/time stuff. It does not clear out all of the garbage he left, nor does it restore the original contacts, calendar, etc. applications.

Anybody know what I need to do to get this thing running?

If he really deleleted all the built-in PIM applications, he must have used somethng like JackSprat to do so. You should ask him if he kept a backup of the ROM image before he blew way these applications as that's what you'll need to restore. A hard reset should clear out any data that was left by the previous users though so I'm confused as to what "garbage" you are still seeing.

If worse comes to worse, you can go to the Palm developer website at http://www.palmos.com/ and register, You can then download a ROM image for your T|C and reflash the image to restore ii to factory condition.
