I bought a Ipaq 3955 about 2 years ago. I hooked it up one time then put it away because I did not have time to mess with it. Well, things got insane and I never did get it out again until now. The battery wont take a charge. Is there anything I can to to "jump start" the battery so it will work? If not what is a good replacement battery and who should I get it from?

It does sound like the battery is dead, it's not that uncommon with long unuse period. Here're places that sell replacement battery;

If you store an ipaq for a long time you have to take the battery out,
or set the battery switch to off. Else the battery will be fully drained bij the DRAM.
Li-Pol cells can be damaged if they are run down to too low voltage. So leaving for
a long time fully discharged will kill them...
The charging controller inside the ipaq will charge with only about 10% of the normal charging current if the battery voltage is below 3.1 Volts. So it can take several hours
before normal charging commences if the battery is fully drained.

The cheapest source for batteries I found is ezipda on ebay. I got a 2250mAh battery for my old H3660 for $19,- inc. pp.
