I have never owned a PDA before, and am contemplating the purchase of a X51v. The main reason for the purchase, would be to collect e-mail while abroad, yet there is no mention of outlook in the software. Is it possible to retreive e-mail via a USB connection at an internet cafe without having to set up outlook on thier PC?

Yes and no. You can, if you have POP3 or IMAP mail server that you can access over the internet you can set up Windows Mobile device to access your mail directly. But you will need to connect with wifi connection not usb. Many ppc models come with built-in wifi and it should not be too difficult to find wifi hotspot.
