The latest version (1.14) released this week does exactly what you are looking for:

"automatic stop and start of the proxy after the device is powered on again if the device powers off while GPSProxy is running"

Besides, since v1.12 you don't need GPSGATE anymore because a virtual COM-port is included.

Hmm, I'm not sure that Andrew's version does this yet including restart of BT. Have a look at Wsian's 1.12d version and his comments on Malsingmaps.com PDA Talk forum also.

Edit: It seems 1.14 does do auto resume. BTW, there is a setting on GPSgate to "Retry connection". Not only does it allow a nav software to resume after time out power off, it also allows resume after an active power off/power on cycle. I'v tested this with GisRussa and VisualGPSce. It takes 5-8 seconds for BT connection to be reestablished, but it works. Since Russa can be used for european topo maps (except french ones), it means you can power off your PDA and have auto resume after any delay as you power on again. I'm using the Royaltek 2001 BT GPS receiver, which does not have auto power off on lost conenction. Moreover, Roytaltek just came out with a large battery for that receiver according to GPSpassion.
