I have several iPaq 3830 series that run on Pocket PC version 3.0.11171. Is it possible to upgrade these to Pocket OPC 2003 or later so that I can run a program that requires a less archaic operating system?

Yes, HP is no longer selling the upgrade but you can still find it on Ebay. Do a search there for "ipaq 2003 upgrade".
