With what kind of software can I make multimedia for PDA?
Can I desing it in a PC and export it for PDA?

Microsoft distributes the eMbedded Visual Tools for free on their website (http://msdn.microsoft.com/downloads/sample.asp?url=/msdn-files/027/001/963/msdncompositedoc.xml&frame=true). This includes embedded visual c++ and visual basic. These run on your PC and if you have windows xp you can emulate the program on your PC.
Yes, you can browse websites on a Pocket PC.

One note,
I installed the SDK from Microsoft's site, which included emulators for Palm, Pocket PC, etc. The installation took care of installing these automatically, but when I wanted to uninstall one, Windows allowed me to uninstall the emulators separately. Upon reboot, I found that during the uninstall, one of my system files (a vital one) was corrupted. This turned my computer into a nice brick, but I was able to find a site that aided in the restoring (somewhat restoring) of my computer. I was able to back everything up before reformatting. Word to the wise, install only what you really need and try not to uninstall anything separately from this SDK pack from Microsoft.
