I just wanted to check that it was a machine and not a user problem before I pay to ship this back.
I just bought an IPAQ 4295 online, when I first connected it to the charger it displayed what I guess is the boot screen (HP logo top left, status bar middle right). However, even after 5 hours of charging it won't move past that screen. The status bar is completly blue. I've tried soft and hard restarts, but still no windows screen.
Also, the power button won't start or shut down the ipaq.
Thanks in advance.

It sounds like a hardware problem. It may also be the battery issue, what is the charging light status? Did it ever get fully charged at all? By the way are you sure that it's iPAQ 4295? I'm not familiar with that model at all.

you're right, it's a 2495.
battery is solid amber light, so it should be charged.
I'm suspecting that there is a problem at the very least with the power button. I can't turn the ipaq off, the only way I've found to shut it down is to hold the two outside buttons and press reset. And the only way I've found to start it up again is to either use the reset button or to plug it into the charger.
The seller has recommended trying a full restart by holding power/two outside buttons for three seconds and then pressing the reset button on the bottom, however this has the same result as doing a hard restart.
It this were a computer I'd just wipe my hard drive and reinstall my os, is there an equivalent with PDAs?
Thanks

okay, it's working now that I carefully reread the seller's instructions which are:
Per your question.
you need a hard reset of the PDA.
1. Press the calendar and message button, which is the 1st and 3rd
button on the panel together.
2. Without releasing those 2, press the power button together for 3 seconds.
3. While pressing the 3 buttons, use the stylus to press the reset
button in the bottom of the unit.
4. this should reboot the unit and when a hard reset is performed
sucessfully, you will be able to see "reformatting" letters on the screen.
This should get rid of the problem of the unit you have.
I was pressing the 1st and 4th button... I certainly could have used another hand to perform this operation. I hope this helps someone if they run into a similar problem.
Signing off.
