rim.net and blackberry.net are basically the same sight:) although, rim.net is more dedicated to oem solutions... either or will work fine.

Also... it may be helpful to check out http://www.rim.net/oem/tools/sdk/index.shtml, which tells you about the sdk and possible solutions you could develop for the barcode scanner.
