You need to check the device maker's site (for phone devices, check the carrier's site) for WM OS updates. OS updates are specific to devices and released to end-users by the makers, not Microsoft.
If you need to have a browser with more capability than PIE, you can check Opera, Minimo, NetFront, and Webby. You will need to match browser version to your OS version.
