I own an HP h2200 PDA, it's great, EXCEPT a few months ago, the calender and task functions stopped working.

I can't delete or add tasks or calender appointments, and it's driving me crazy. The message the PDA gives me when I try changing either function is: "no program memory available. Tap>start>settings>system tab> memory, stop programs that did not automatically stop, and try again". At least, that's what the task program tells me when I try checking one of the boxes when a task is completed.

With the calender, even if I delete an appointment, it doesn't change on the main screen. It comes right back.

Is this an operating system problem, and can it be cured? What can I do to get full function back?

Have you tried soft reset it?

Yes, it's been soft-reset many times. The PDA even hard-reset itself twice, during the summer, when the battery hadn't run down enough (once, the battery was at 86%).

But since then, I cannot use the task or calender function - I can't delete tasks or appointments, and I can't input new ones, either.

Can I reinstall the OS? Or is that not possible?

Hard reset will restore the OS back to original state. You may want to perform this manually and try task and calendar function without reinstalling any additional softwares. Here's full reset instruction

What if the hard reset doesn't repair the system?

Then it's probably a hardware issues (ie. bad memory chip) and will need repair.
