How do you do this on an HTC P4000? I biught the phone used as well so it did not come with the activesync disk, where do I download this program for vista? for xp?

For XP you'll need Activesync, for Vista you'll need Windows Mobile Device Center, both are available on Microsoft website.
For themes, copy .TSK file you downloaded to \Windows folder on the phone (after you install Activesync or WMDC and connect the phone to PC, you will be able to explore the phone like any other drive on the pc). To activate theme, Start-Settings-Today.
